Booz Allen Hamilton has been awarded a $315 million contract by the Air Force to develop the second prototype of the Tactical Operations Center-Light (TOC-L), a portable battle management kit. The company will partner with L3Harris on the project.
TOC-L: A Portable Command and Control Solution
The TOC-L is designed to enhance communications by integrating data from multiple sources to create a synchronized air picture, improving the speed and accuracy of decision-making.
Contribution to Air Force’s ABMS and CJADC2
The TOC-L supports the Air Force’s Advanced Battle Management System (ABMS) initiative, which is part of the broader Pentagon-wide Combined Joint All-Domain Command and Control (CJADC2) program.
Booz Allen’s Expertise in Advanced Technology
According to Khalid Syed, SVP at Booz Allen, the TOC-L prototype offers warfighters enhanced situational awareness for faster, better decisions.
Five-Year Performance Period
The contract, with a maximum performance period of five years, will deliver the TOC-L phase II prototypes to the Air Force’s Program Executive Office for Command, Control, Communications, and Battle Management (PEO C3BM).
Based on Booz Allen’s Modular Detachment Kit
Both phase I and phase II prototypes are built around Booz Allen’s Modular Detachment Kit, which fuses sensor and datalink information to create a holistic tactical command and control picture.
L3Harris to Support Sustainment and Modernization
L3Harris will play a key role in sustaining and modernizing the TOC-L kit.
Rapid Operationalization
According to Jason Lambert, President of ISR at L3Harris, L3Harris is well-positioned to help Booz Allen rapidly operationalize TOC-L, providing a critical C2 capability for decision makers.
First Prototype Delivered in 2023
Booz Allen and L3Harris initially partnered on the TOC-L prototype in January 2023, with the first prototype delivered in October of that year.
Successful Deployment of Initial Kits
As of last year, the Air Force had successfully deployed 16 TOC-L kits globally and plans to deploy hundreds more.
Enhancements in Phase II Prototype
Lt. Col. Micah Graber, ABMS Deployable Systems Branch materiel leader, noted that the second phase prototype aims to improve portability, survivability, mobility, and ease of use while reducing size, weight, and power. It will also feature improved usability and maintainability to reduce training time and improve operational readiness.
