The future of the American presidential aircraft, officially designated VC-25B and the successor to the iconic „Air Force One,” is plagued by significant delays and escalating costs. The first of the two modernized Boeing 747-based aircraft is now projected for delivery in mid-2028, a timeline later than recent forecasts and well behind the program’s original schedule.

VC-25B: A Four-Year Delay in Delivery

The Air Force recently announced a $15.5 million contract modification awarded to Boeing for communications equipment destined for the presidential airlifters. This brings the cumulative value of the deal to just over $4.3 billion. While the new work is expected to be accomplished „within the current program schedule,” the mid-2028 delivery projection for the first aircraft represents approximately a four-year delay from the original 2024 date. The expected arrival of the second aircraft remains undisclosed.

Under Threat of Losses: A Fixed-Price Contract and Unforeseen Challenges

The VC-25B program, initiated through a deal personally mediated by former President Donald Trump in 2018, has since become one of aerospace giant Boeing’s most troubled endeavors. Plagued by COVID-19 disruptions, workforce issues, and other technical hurdles, the laborious process of transforming commercial 747s into highly militarized command centers, capable of withstanding a nuclear blast, has driven billions of dollars in losses for Boeing due to its fixed-price contract.

Following previously expressed displeasure, Boeing and the Air Force have worked to rescue the program and accelerate its schedule, although an earlier projection for a 2027 delivery is no longer deemed feasible. Among other changes, Boeing this year brought on a top Northrop Grumman executive to lead the flagging effort.

The Interim Solution: Qatari Aircraft and the Mystery of Funding

Meanwhile, the delays with the VC-25B have necessitated an interim solution. A luxury 747 airliner, gifted by the Qatari government, has been accepted to serve as a temporary „Air Force One” until the Boeing jets are ready. The cost to militarize this aircraft, for which L3Harris has reportedly been tapped, is estimated at less than $400 million. The necessary funds were reallocated from the Sentinel ICBM program. Officials have stated that the aircraft’s modifications should take less than a year after the Air Force accepted the jet, with conversion work commencing in September.

From „Free Gift” to „Corruption”: Political Controversies of the Interim Solution

Despite the public nature of the VC-25B contract, the work surrounding the Qatari-donated jet has remained classified, largely without further explanation. Former President Trump has asserted that the aircraft is a „GIFT, FREE OF CHARGE” to the Department of Defense, one that he would be „stupid” to reject. In contrast, Democrats and ethics groups have criticized the acceptance of the aircraft as an example of corruption.
