The head of US Southern Command proposed implementing a „Marshall Plan” for Western Hemisphere nations affected by the COVID-19 pandemic to counter rising Russian and Chinese influence in the region. General Laura Richardson highlighted the region’s severe economic downturn post-COVID, capitalized upon by transnational gangs, leading to instability exploited by Moscow and Beijing through monetary offers and infrastructure projects like China’s Belt and Road Initiative.
Richardson emphasized the need for a comprehensive economic recovery strategy akin to the post-World War II Marshall Plan to bolster the region’s economic resilience. She underlined the importance of promoting US quality investment and enhancing the region’s perception of „Team USA” to compete effectively with other countries’ economic initiatives.
In addition to economic stability efforts, she stressed the significance of high-level visits to the Western Hemisphere to demonstrate the US commitment to the region, counteracting the predominant visibility of Chinese investments like the Belt and Road Initiative projects. Richardson also highlighted the critical need for confirmed US ambassadors in strategic countries to strengthen diplomatic relations and prevent potential strategic advantages for China, including in critical infrastructure sectors.
