The United States Coast Guard has finalized a pivotal agreement with Davie Defense for the acquisition of five Arctic Security Cutters (ASCs). This strategic move completes the understanding outlined in an October Memorandum of Understanding between the White House and Finland, representing a decisive step to reassert American maritime dominance in a region of growing geostrategic importance.

An Urgent Strategic Imperative Secretary of Homeland Security, Kristi Noem, underscored the vital importance of this endeavor. „Our adversaries continue to look to grow their presence in the Arctic, equipping the Coast Guard with Arctic Security Cutters will help reassert American maritime dominance there,” Noem stated. She added that revitalizing the U.S. Coast Guard’s icebreaking capabilities is „crucial for our security and prosperity,” and the recent announcement marks „an important step in that direction.”

Transatlantic Partnership and Hybrid Production The contract stipulates that Davie Defense, the American sister company to Canada’s shipbuilding giant Davie, will construct three of these medium-sized icebreakers domestically in the United States. The remaining two units will be built at Helsinki Shipyard in Finland, leveraging the Nordic nation’s recognized expertise in naval construction tailored for Arctic conditions. Kai Skvarla, CEO of Davie Defense, expressed his enthusiasm: „We can’t wait to get started on delivering mission-ready cutters to our valued U.S. Coast Guard partner.” He emphasized the hybrid strategy: „By anchoring construction in Texas, while drawing on Helsinki Shipyard’s proven icebreaker expertise, we can deliver the ASCs to meet the Coast Guard’s operational needs in the world’s harshest environments.”

The Broader Context of the Initiative This announcement follows other significant contracts awarded in December, which targeted up to six additional ASC vessels. One of these contracts was granted to Rauma Marine Constructions Oy in Finland for up to two ships, and the other to Bollinger Shipyards in Louisiana for up to four. The October Memorandum of Understanding initially laid out an agreement for four ships to be built in Finland and seven in the US. At the time, Finnish President Alexander Stubb noted that „this cooperation benefits both countries, Finland and the United States,” crediting President Donald Trump for facilitating the deal. The first icebreakers are scheduled for delivery in 2028.

The Vision of an „American Icebreaker Factory” Davie Defense’s strategic investment in American infrastructure underscores an ambition to bolster domestic production capacity. In September, Davie injected $1 billion into the Gulf Copper shipyard in Texas, which it had previously acquired. The stated goal is to transform these facilities into a genuine „American Icebreaker Factory,” with a keen eye on the Coast Guard’s Arctic Security Cutter program. Furthermore, INOCEA Group, Davie’s parent company, acquired shipbuilding assets in Galveston and Port Arthur in 2025. INOCEA Group cofounder, Alex Vicefield, reiterated the firm commitment: „Our focus is on disciplined execution for the U.S. Coast Guard — combining proven designs with Helsinki Shipyard’s world-leading expertise helping re-establish world-class shipbuilding capability in Texas, where we will deliver cutters on-time and on-budget.”
