As the Army undergoes a sweeping transformation, its acquisition and requirements structures are poised for significant changes.

„Natural Evolution” in Acquisition Structure

A senior Army Futures Command (AFC) official indicated that the Army is preparing for a significant reorganization of its Program Executive Offices (PEOs), which are responsible for developing requirements and acquiring systems. Joe Welch, deputy to the commanding general of AFC, described this potential restructuring as a „natural evolution” aligned with the Army’s broader transformation efforts.

Streamlining Acquisition

As part of Defense Secretary Pete Hegseth’s Army Transformation Initiative (ATI), the service is seeking ways to streamline acquisition processes, including creating less prescriptive and more flexible requirements for systems. Welch argued that PEOs, which are structured around the format of requirements, should be reorganized to create a more fluid and less siloed ecosystem, mirroring the changes in requirements development. While specifics remain undisclosed, Welch suggested that titles and names may be adjusted to align the Army with its evolving direction.

Potential Consolidation of PEOs

While Welch declined to elaborate on the specifics of the PEO reshuffle, previous reports indicate that the Army may consolidate its 13 PEOs into nine. Potential combinations include merging PEO Ground Combat Systems and PEO Combat Support and Combat Services, as well as combining PEO Command, Control, Communications and Networks (PEO C3N) and PEO Information, Electronic Warfare and Sensors (IEW&S). There was also discussion about eliminating PEO Simulation, Training and Instrumentation (STRI).

Transformation and Training Command

As part of ATI, the Army is also combining AFC and its Training and Doctrine Command into a new command called the Army’s Transformation and Training Command, which is still in the planning stages.

Timeline Remains Unclear

Ward Roberts, deputy of PEO C3N, stated that a timeline for the PEO reorganization was „above his pay grade,” but added that the service is awaiting final decisions from leadership. He emphasized that the Army’s continuous transformation is restructuring how it handles major acquisitions, requirements, testing, and programmatics, which is influencing how the Assistant Secretary of the Army (Acquisition, Logistics and Technology) might restructure to support these changes.

Notable Absences

Notably, the PEOs of C3N, IEW&S, and STRI were absent from TechNet Augusta, with their deputies filling in, fueling speculation about the ongoing restructuring efforts.
