A New Space Era for the Hexagon The French government has initiated an ambitious program to develop its own space-based Synthetic Aperture Radar (SAR) capability. This crucial undertaking, aimed at ensuring the nation’s strategic autonomy, has been awarded to US startup Loft Orbital, in partnership with industry giants Thales Alenia Space and TEKEVER France. The contract, signed with the Directorate General of Armaments (DGA) and the national space agency, CNES, stipulates the development and launch of a single demonstration satellite. While the exact cost has not been made public, industry sources estimate the program’s total value to be around 50 million euros ($58.5 million).
Bidding Farewell to Dependence: A Decisive Strategic Shift This new direction represents a major milestone in establishing a national value chain for radar imaging, a critical technology for both the armed forces and France’s strategic independence. For decades, Paris relied on Germany’s now-aging SAR-Lupe constellation for all-weather, day and night SAR imagery, in exchange for providing visual imagery from its Helios electro-optical satellites. The newly established DESIR (Démonstrateur des Éléments Souverains d’Imagerie Radar/Sovereign Radar Imaging Elements Demonstration) program marks a fundamental shift in strategy, with France opting for its own, independently owned and operated SAR satellite network.
Macron’s Vision: Increased Budget and Independence This strategic decision perfectly aligns with the vision of French President Emmanuel Macron, who, in November, announced a planned increase of €4.2 billion in military space spending between 2026 and 2030. The new national space policy, focused on achieving „sovereignty and independence” in the domain, thus receives concrete impetus through this project.
Innovative Alliances for Critical Technologies Loft Orbital, headquartered in San Francisco with a significant operational unit in Toulouse, France, assumes the role of prime contractor and leader of the trilateral consortium. Thales Alenia Space and TEKEVER France are collaborating on the „co-design” of the SAR sensor payload. Thales’ contribution will draw on its extensive expertise in Earth observation instruments and ground segments, including altimetry knowledge for radar imaging development. The user ground segment will leverage the company’s proven experience in export programs.
Beyond Prototype: Immediate Operational Capability The satellite, built on Loft Orbital’s Longbow platform, is projected to launch in 2029. Loft representatives emphasized that it will not be „just a prototype” but a demonstrator with real operational capability, serving the French government for „over two years.” However, details regarding potential options for additional satellites have not been made public, leaving room for speculation about a future expansion of this strategic constellation.
