The Naval Rapid Capabilities Office aims to accelerate the fielding of urgent solutions to maintain maritime supremacy.
Streamlining for Speed: New Office to Consolidate Efforts
In a move to accelerate the development and deployment of critical technologies, the Navy is establishing the Naval Rapid Capabilities Office (NRCO). According to a memo signed by Navy Secretary John Phelan, the NRCO will serve as the „single accountable organization” responsible for rapidly assessing, executing, fielding, and transitioning urgent solutions across all naval warfare domains within a three-year timeframe.
Offices Shut Down to Make Way for New Approach
As part of the NRCO’s establishment, several existing Navy offices with similar goals will be shut down, including the Maritime Accelerated Response Capability Cell, the Disruptive Capabilities Office, and NavalX. The NRCO will also take over the Navy’s execution of the Department of Defense’s Replicator activities.
Priorities and Leadership Defined
The priorities of the NRCO will be reviewed and approved by Secretary Phelan, the Chief of Naval Operations, and the Marine Corps Commandant. The office is tasked with identifying critical operational gaps and implementing innovative solutions.
Vice Adm. Seiko Okano has been appointed as the NRCO’s director. Okano brings a wealth of experience to the role, having previously served as commander of Naval Information Warfare Systems Command and as the program executive officer for integrated warfare systems.
Focus on Urgent Solutions
Within 60 days, the NRCO’s director is expected to recommend at least five programs to be prioritized by the new office, marking a significant step towards enhancing the Navy’s ability to rapidly address critical operational needs.
