As global defense landscapes shift at an unprecedented pace, the demand for agile technological advancement is more critical than ever. Companies find themselves in a relentless race to evaluate, adapt, and implement cutting-edge solutions, a challenge that underscores the indispensable role of robust research and development infrastructures. At the forefront of this technological push is Rolls-Royce LibertyWorks, an advanced research and rapid-prototyping facility dedicated to powering the next generation of energy, propulsion, and power management systems for flight, defense, and exploration.

Celebrating its 30th anniversary, LibertyWorks, located in Indianapolis, continues to translate high-potential ideas into demonstrable systems. John Kusnierek, Senior Vice President of LibertyWorks Research and Technology, offered insights into the organization’s pivotal role in adapting to rapid change and its enduring heritage within the defense industrial base.

The Urgency of Innovation in a Consequential Period

Kusnierek describes the current period as one of the „most consequential periods of time in both the aerospace industry and the defense industry.” This urgency is vividly illustrated by contemporary conflicts, such as the Ukraine-Russia war, where the unexpected proliferation of drones has reshaped battlefield dynamics, executing tasks from short-range to long-range strategic strikes with startling speed.

„One of the things that’s certainly coming through as the key ingredient is the ability to adapt as quickly as possible,” Kusnierek stated. While foundational, larger programs for bombers, fighters, and transports continue at a measured pace, the rapid miniaturization of computing power and mission systems—like electronics and radars—is enabling smaller platforms to accomplish missions traditionally reserved for larger aircraft. This isn’t a „race to the bottom,” but rather an expansion of capabilities across a more diverse range of platforms.

From Concept to Combat: Rapid Prototyping in Action

LibertyWorks’ expertise in rapid prototyping has proven invaluable for urgent operational needs. Kusnierek highlighted a particularly successful instance involving infrared suppression for the AC-130W gunship. Leveraging unique technologies, LibertyWorks developed and fielded a solution in a matter of months, successfully deploying it in combat operations.

„One of the concerns often with rapid prototyping is, yes, we’re going to provide something which can be fielded very quickly, but can it be operated over a long period of time?” Kusnierek noted. In this case, the deployed system proved „robust, did not require maintenance and was effective,” showcasing the potential for rapid innovation that also ensures sustained mission capability.

Navigating the Hypersonic Horizon

Beyond immediate needs, LibertyWorks is deeply engaged in longer-cycle research, with hypersonics being a prime example. Rolls-Royce offers a variety of versatile air-breathing hypersonic architectures and solutions designed for diverse speed ranges. Kusnierek emphasized that the pace of development in this domain is dictated not only by technological maturity but also by the Defense Department’s urgency. Crucially, he added, „hypersonics is test infrastructure intensive. Having the ability in the United States to test these systems is a key component.”

A Pivotal Time for Propulsion and Geopolitical Pressures

The confluence of geopolitical instability and accelerating technological advancement defines this era. „There’s certainly comments out there from defense officials…with regard to the security environment being the most challenging since the end of World War II,” Kusnierek observed. This heightened risk amplifies the need to keep pace with the „proliferation of technology,” from AI-enabled miniaturized electronics to the emerging possibilities of quantum computing, communication, and sensing.

Kusnierek draws a parallel to the transformative impact of smartphones: „Think of the first cell phone, which was not a smartphone, and then the way that the smartphone has absolutely revolutionized the way we live. It’s going to be that kind of impact from these other technologies.” These advancements, he believes, will profoundly shape future defense capabilities.

A Pillar of the U.S. Defense Industrial Base

Rolls-Royce, through LibertyWorks, plays a crucial role in the U.S. defense industrial base, providing engines and 24/7 sustainment support for platforms across all military services. „We’re proud of our engines, not only from a heritage standpoint, but also from a looking-forward standpoint,” Kusnierek affirmed. The company takes immense pride in seeing its engines contribute to critical missions, from V-22 at-sea rescues to the impressive „elephant walks” of military aircraft. The workforce, which includes many veterans, demonstrated its unwavering commitment by continuously delivering engines even during the uncertain times of COVID.

Over its three decades, LibertyWorks, with its roots in the Allison Engine Company, has been defined by constant „change,” Kusnierek reflected. „It’s always about looking forward and figuring out where we need to go next – staying close with the customer, finding out what is important to them, which also changes as time unfolds.”

As Rolls-Royce LibertyWorks looks to the future, it remains a dedicated and indispensable partner to the U.S. Department of Defense, continually seeking to anticipate and meet the evolving needs of the nation’s warfighting capabilities.
