The United States Space Force has completed the establishment of all its mission-focused acquisition portfolios, signaling a significant restructuring in how the Pentagon procures space weapon systems. This new approach includes dedicated offices for space control and orbital warfare, underscoring a major strategic reorientation.

A New Era in Space Acquisitions

According to recent statements made at an annual defense programs conference by the top space acquisition officer, the new portfolio acquisition executive (PAE) offices are now fully in place. These structures are designed to implement the broad reforms championed by the Defense Secretary regarding weapon systems acquisition. While the first two PAEs—Space Access and Space Based Sensing and Targeting—were announced previously, the completion of the full structure indicates a deeper integration of acquisition strategies.

Key Portfolios for Space Security

Out of the seven new PAE categories mentioned by the official, four have been officially established and detailed in a Space Force press release:

  • Missile Warning and Tracking: Responsible for constellations across all orbital regimes, including low Earth orbit satellites, which now fall under programs managed by the Space Development Agency.
  • Infrastructure: Focuses on data management, Space Force training and test capabilities, and personnel management.
  • Battle Management, Command and Control, Communications and Space Intelligence: Concentrates on data, networks, C2, intelligence, and space domain awareness to detect, characterize, attribute, anticipate, and target activities.
  • Satellite Communication and Position, Navigation & Timing (PNT): Manages both military and commercial programs within these two mission areas.

Cislunar Integration: The Next Strategic Frontier

A vital component of the new structure is the Integration PAE, which will serve as a chief engineer and overall enterprise system architect function. This office will focus on new, cross-cutting technologies, commercial innovation, and particularly on maturing technologies for emerging mission areas, such as cislunar activities (the space between Earth and the Moon). The implementation of cislunar capabilities within the Space Force is a priority, stemming from a presidential Executive Order for Space Superiority, with plans for collaboration with NASA and the Air Force Research Laboratory to advance promising technologies.

The Frontlines of Space Warfare: Control and Orbital Warfare

Two other PAE categories mentioned, albeit with fewer details, include Space Control and Electronic Warfare, Cyber Warfare, and Orbital Warfare. Historically, space control has been defined to encompass both defensive actions to protect U.S. and friendly space forces and offensive actions to „negate” adversary space forces. How these missions will be differentiated from those defined as orbital warfare remains to be clarified, indicating the increasing complexity of the space domain.

Clarifications Needed on Official Announcements

Although seven new PAEs were initially mentioned, a Space Force spokesperson later clarified that there will be nine PAEs in total, with six officially announced to date. These include the initial two PAEs and the four recently detailed, painting a progressive yet evolving picture of the Space Force’s acquisition reorganization.
