CIO Jane Rathbun steps down after a distinguished career, leaving a legacy of modernization and innovation.
End of an Era: Rathbun Announces Exit
Jane Rathbun, the Department of the Navy’s (DON) Chief Information Officer (CIO), has announced her departure from federal service after more than 30 years. Rathbun, who assumed the CIO role in March 2023, shared the news in a LinkedIn post, expressing gratitude and pride for her career in national security.
Unclear Reasons and Future Plans
Rathbun did not disclose the reasons for her departure or her future plans. The Navy has not yet responded to inquiries regarding her replacement.
A Legacy of Modernization and Efficiency
During her tenure as DON CIO, Rathbun oversaw a $12 billion portfolio, managing critical IT programs such as the Navy’s Flank Speed enterprise environment and spearheading initiatives to enhance cyber readiness through zero trust programs. She also prioritized containerization methods and cloud migration.
Rathbun embraced modernization efforts spurred by the Trump administration’s Department of Government Efficiency (DOGE), stating that becoming more efficient was core to her portfolio.
Extensive Experience in National Security
Before becoming DON CIO, Rathbun served as the Deputy Assistant Secretary of the Navy for Information Warfare and Enterprise Services and as the Chief Technology Officer of the DON. In these roles, she oversaw Command, Control, Communications, and Cyber (C4) operations and acquisition reforms.
Rathbun’s career also includes positions in the Office of the Undersecretary of Defense acquisition for C4 and business systems, NASA, and US African Command.
Departure Follows Personnel Changes
Rathbun’s departure follows other personnel changes within the DON, including the ousting of former Chief of Naval Operations Adm. Lisa Franchetti.
