Trump cites hostile messaging and rising costs
The United States will reduce the scope of its participation in a joint military exercise with South Korea scheduled for this month, President Donald Trump announced in a social media post on Sunday.
Trump argued that such maneuvers are costly and send Pyongyang “a signal that is completely inappropriate and hostile.” At the same time, he referred to his “very good relationship” with North Korean leader Kim Jong Un.
The decision was also linked to Seoul’s refusal to take part in potential military action against Iran. Trump said he had recently asked South Korea’s president whether the country wanted to join the U.S. effort to denuclearize the Islamic Republic of Iran, but that the answer had been negative.
Ulchi Freedom Shield set to begin this week
Ulchi Freedom Shield, one of the largest annual military exercises conducted by the United States and South Korea, was scheduled to begin Monday and continue through Aug. 27.
Trump said it was too late to cancel U.S. participation because of the exercise’s imminent start. However, he instructed Defense Secretary Pete Hegseth to “substantially reduce” the overall scope of the event.
In previous years, the exercise has featured major live-fire drills, close air support and air interdiction missions. Thousands of training sorties have been conducted, while special operations forces have trained to respond to simulated weapons of mass destruction scenarios.
Pentagon declines to explain the practical impact
A Pentagon spokesperson declined to provide details about how the exercise would be modified and referred questions to the White House.
Meanwhile, the webpage dedicated to the exercise on the website of U.S. Forces Korea displayed a “page not found” message Monday morning.
The announcement drew criticism from lawmakers. Sen. Mark Kelly, an Arizona Democrat and member of the Senate Armed Services Committee, described the decision as “shortsighted” and “a mistake.”
“North and South Korea are still technically at war,” Kelly warned. “Our ability to help defend our ally against North Korea depends on having forces that are well trained and able to coordinate effectively with South Korean forces.”
Sen. Andy Kim, D-N.J., said the president’s post raised concerns and suggested a disregard for the bilateral relationship.
“Decisions about joint exercises need to be made jointly — and not announced unilaterally on social media,” Kim said.
Washington-Seoul ties strained by troop-reduction discussions
Trump’s announcement comes as U.S. relations with several traditional allies face growing uncertainty. One major source of tension is the reluctance of some partners to support the American military campaign against Iran.
South Korea has become a focal point of those disputes. The administration is reportedly considering a reduction in the number of U.S. troops stationed on the Korean Peninsula.
The new U.S. National Defense Strategy, released in January, suggested that Washington wants to redistribute responsibilities within its alliance with Seoul. The document said South Korea is capable of taking primary responsibility for deterring North Korea while relying on more limited but critical U.S. support.
According to the strategy, the shift reflects South Korea’s capabilities as well as Washington’s interest in updating its military posture on the Korean Peninsula.
Pentagon considers additional exercise cuts
Further reductions in U.S. military exercises could be forthcoming as the administration and Pentagon leaders seek to address cost pressures and allocate more resources to U.S. Central Command, which oversees operations including those in the Middle East.
Gen. Kevin Schneider, commander of U.S. Pacific Air Forces, recently said the military was reassessing its exercise schedule in order to preserve readiness amid an expanding number of global commitments.
He said military commanders were evaluating where risks could be accepted and how readiness could be managed while priorities are focused on the region overseen by U.S. Central Command.
