Extensive Preparations Needed Before Inaugural Flight
Boeing’s MQ-25 tanker drone is scheduled for its first flight later this year, but Vice Adm. Carl Chebi, head of Naval Air Systems Command, has cautioned that substantial work remains before that milestone can be achieved. “We’re going to fly this thing this year,” Chebi remarked during a panel discussion at the Sea Air Space conference on Tuesday. He indicated that a series of challenging discussions would take place over the upcoming months as efforts are made to ensure the drone flies in 2025.

Delays Shift Operational Capability Milestone
Production delays have extended the projected initial operational capability milestone for the MQ-25 Stingray to fiscal 2025, representing a delay of approximately one year, according to USNI News in 2023. In spite of these hurdles, the program is gradually progressing toward its goal of conducting the first flight in 2025, with plans for the drone to subsequently launch from a carrier in 2026. Chebi expressed confidence in the 2025 timeline but emphasized the importance of addressing any barriers that arise during pre-flight testing.

Enhancing Decision-Making Processes
“There are discussions that must take place now regarding what tests are truly required before we field the aircraft,” Chebi stated, expressing concern that too many lower-level officials are inhibiting progress by claiming they lack the authority to approve necessary decisions.

Leadership Changes Foster Optimism
Vice Adm. Daniel Cheever, commander of Naval Air Forces, noted observable improvements in Boeing’s execution since the company implemented leadership changes, including the appointment of Dan Gillian as the vice president for air dominance technologies. “I’ve seen his team quickly tackle issues that previously might have taken months, with resolutions reached in days or weeks,” Cheever, also known as “Air Boss” due to his prominence as the Navy’s top aviator, disclosed to Breaking Defense post-panel. “I’m increasingly excited about the potential here, as I envision the MQ-25 flying off the carrier.”

Data Suggests Possible Flight Date
Gillian acknowledged that tough discussions had been necessary to address the company’s past and future goals but maintained optimism based on the current data pointing to a feasible flight date. “Air Boss came out and said, ‘That’s our objective. Let’s go make that happen,’ which has rallied the team,” he explained. He reiterated the complexity of preparing the aircraft for flight testing but expressed confidence in their collaborative efforts to resolve emerging issues.

Primary and Secondary Role of MQ-25
The MQ-25 is engineered to assume refueling responsibilities for the carrier air wing, thereby allowing Super Hornet fighters to concentrate on strike missions rather than refueling duties. Additionally, the tanker drone will perform intelligence, surveillance, and reconnaissance operations as a secondary function. Boeing has indicated that future modifications to the MQ-25 may enable it to carry weaponry.

Significant Advancements Since First Demonstrator Flight
A demonstrator version of the MQ-25 took to the skies for the first time in 2019; however, Gillian stressed that the aircraft scheduled for its first flight this year is “significantly different,” built with long-term durability to meet the Navy’s needs over the coming decades.
