Maritime Action Plan Aims to Streamline Procurement Processes
President Donald Trump has signed an executive order directing the leadership of the departments of defense, commerce, labor, transportation, and homeland security to formulate a comprehensive “Maritime Action Plan” (MAP). This initiative is designed to invest in the shipbuilding industrial base and improve the often cumbersome government procurement processes. „Government procurement processes and over-regulation have hindered private industry’s ability to build vessels on time and on-budget — this order reverses that trend,” a White House fact sheet stated.
Focus on Arctic Security and Shipbuilding Competitiveness
The executive order outlines that the MAP must include strategies to secure the United States’ position in Arctic waterways, particularly in light of the increasing presence of foreign nations in the region. Additionally, within 45 days, the cabinet secretaries are required to conduct a thorough review of shipbuilding for U.S. government purposes and make recommendations to increase competition and participation in the domestic shipbuilding arena while addressing cost overruns and production delays across various programs.
The report mandated by the executive order will feature separate prioritized recommendations tailored for the Army, Navy, and Coast Guard.
Government Efficiency Review and Global Trade Considerations
Furthermore, the Department of Government Efficiency is tasked with initiating a review of the vessel procurement processes for the Defense and Homeland Security Departments. Additionally, the order instructs the U.S. Trade Representative to examine China’s practices in the shipbuilding industry, addressing concerns about its anti-competitive actions.
“The U.S. government will collaborate with allies to align trade policies to counter China’s non-market practices within the international supply chain,” asserted the fact sheet. The order also introduces a Maritime Security Trust Fund to consistently finance maritime programs and a shipbuilding financial incentives program aimed at boosting private investment in U.S. shipbuilding.
Legislative Support and National Security Concerns
This executive order follows Trump’s recent announcement of a new White House Office of Shipbuilding and the swearing-in of John Phelan as Navy secretary. In response to the executive order, a bipartisan coalition of lawmakers expressed support for similar initiatives, highlighting the urgency of strengthening national security in light of China’s growing shipbuilding capabilities.
“We will reintroduce the SHIPS for America Act with renewed support in the coming weeks,” said a coalition of senators and representatives, promising to work closely with the administration to revitalize American shipbuilding and reclaim the nation’s maritime leadership.
Industry Leaders Praise Executive Order
Industry leaders have voiced strong approval for the executive order. HII President and CEO Chris Kastner remarked, “I applaud President Trump for taking a comprehensive approach to revitalize the shipbuilding industrial base. This order is a bold step toward expanding shipbuilding capacity and workforce development to meet the increasing demand for naval vessels.”
Matthew Paxton, president of the Shipbuilders Council of America, emphasized the importance of a robust shipyard industry for both economic and national security. He noted that the executive order would foster a powerful environment for rebuilding shipbuilding capacity and developing the fleet of the future.
Florida-based Eastern Shipbuilding Group also expressed gratitude, stating, „We thank President Trump and the White House for taking historic steps to revitalize American shipbuilding.”
