U.S. Intelligence Leads with Routine AI Disclosures in Sensitive Reports

The National Geospatial-Intelligence Agency (NGA) has taken a pioneering step toward transparency by implementing a standardized disclosure label on all artificial intelligence (AI)-generated intelligence products. According to NGA Director Vice Adm. Frank Whitworth, this move signifies a major shift in how AI outputs are presented within the U.S. intelligence community.

A ‘Living, Breathing’ Template Emphasizing Machine-Generated Content

Whitworth revealed during the third annual Ash Carter Exchange and AI+ Expo that the NGA has adopted a dynamic, detailed template placed on every AI-produced intelligence report, explicitly stating “machine-generated GEOINT” (geospatial intelligence). “No human hands participate in that particular template or dissemination,” he explained, marking a departure from previous practices.

He also indicated that NGA might be the first of the 18 official agencies in the U.S. Intelligence Community to routinely apply such a warning label, which is now circulating at the highest levels of government.

Transparency Aids High-Level Decision-Making and Risk Management

Whitworth emphasized the importance of this disclosure for key decision-makers, including combat commanders, the Secretary of Defense, and the President: “It’s critical they know that this content has not been touched by human hands, so they can assess its reliability and ask additional questions. It also informs them of the risk continuum associated with AI-generated products.”

Disclosures Are Custom, Not Generic: A Detailed System

While NGA did not share the full contents of the disclosure template publicly, Whitworth explained that it is a nuanced system rather than a single stamp. The template provides specifics about the role of AI, including whether the dissemination or exploitation of the image was machine-generated or assisted. These details are automatically generated based on the product’s attributes, effectively functioning like detailed nutritional labels versus a simple „warning.”

Context: An Evolution in Military Intelligence Data Management

This development fits into a broader historical context. Over the past decade, military intelligence has grappled with increasing volumes of data—from drone footage and satellite imagery to intercepted communications—yet lacked sufficient human capacity to analyze it all. The NGA, with unmatched geo-located data archives covering nearly the entire surface of the Earth, recognized the need for AI to streamline analysis.

Rise of AI in Military Operations: From 2017 to Today

The Pentagon’s deployment of AI began with the creation of the Algorithmic Warfare Task Force and the success of Project Maven in 2018, which spurred the development of additional AI tools. These include the Maven Smart System for data sharing and NGA’s own AI toolkit for imagery and video analysis—highlighting NGA’s pivotal role in operational AI adoption.

AI Assists, But Human Expertise Remains Crucial

Whitworth emphasized that while AI can generate final products, human oversight remains essential. “We’re not afraid AI might replace jobs,” he said. “We welcome the assistance it provides, but humans must train, double-check, and refine these models.” Veteran analysts’ intuition and experience remain vital to improving AI accuracy and reliability.
