In a strategic move marking the expansion of Turkish defense technology into the European market, software specialist Havelsan has teamed up with shipbuilders VN Maritime and Piloda Defence. The consortium’s goal is clear: to produce a new generation of autonomous and hybrid surface vessels directly on Italian soil.
Strengthening Italy’s Naval Security
The partnership leverages an existing collaboration between VN Maritime and Piloda, which currently delivers manned vessels to the Italian Coast Guard. Havelsan’s entry into the equation transforms this project into an innovation hub for unmanned and hybrid platforms, destined for Italian law enforcement and security institutions. Production will be concentrated in shipyards across Naples, Brindisi, and Torre Annunziata, bolstering local industrial capabilities.
A Synergy of Expertise: Software, Hull, and Shipyard
The success of this venture rests on a precise division of roles. Piloda Defence provides its naval infrastructure for construction and system integration, while VN Maritime contributes its design expertise and hull technology. The revolutionary element comes from Havelsan, which provides the „brains” of these vessels: autonomy software, sensor fusion systems, and AI-enabled perception for independent navigation. The first purchase orders are targeted for the first half of 2026, with applications ranging from defense and maritime security to environmental monitoring.
NATO-Grade Validation and European Integration
For international observers, this agreement represents Havelsan’s transformation from a domestic software integrator into a premier, NATO-grade solutions provider for the European market. Integrating Turkish intellectual property into European-designed platforms is not only a technical achievement but also a significant strategic validation. Furthermore, the collaboration provides a localized industrial framework to navigate regulatory complexities and access EU-supported defense initiatives, such as the SAFE and ReArm Europe programs.
This initiative follows Havelsan’s successful model in other regions, including its March 2025 agreement to produce unmanned ground vehicles in Egypt, confirming the company’s ambition to become a global leader in autonomous technology.
