The U.S. government has today approved a potential $1.96 billion sale to Qatar that includes eight MQ-9B unmanned aerial vehicles, marking the first instance of General Atomics’ drones being sold to the Middle East.

Comprehensive Military Package

The proposed deal comprises not only the drones but also hundreds of bombs, multiple missiles, several radars, radios, satellite communication ground systems, and related technical support. The U.S. State Department emphasized that this sale aligns with its foreign policy and national security objectives, helping to bolster a key ally’s defense capabilities in the region.

“This proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the security of a friendly country that continues to be an important force for political stability and economic progress in the Middle East,” the agency stated. It further noted that the sale would enhance Qatar’s ability to address both current and future threats by providing critical intelligence, surveillance, reconnaissance, target acquisition, and counter-threat capabilities.

General Atomics Welcomes the Announcement

C. Mark Brinkley, a spokesperson for General Atomics, expressed enthusiasm about the news, stating, “We’re very excited by the news and ready to support Qatar in any way. MQ-9B strikes the perfect balance of affordability, versatility, and capability for airborne ISR missions worldwide. There’s nothing else like it anywhere.”

Delayed Request Revisited

Qatari officials had first requested armed drones in 2020 but faced delays and frustrations with the Biden administration regarding the processing of their request, as reported by The Wall Street Journal in October 2021. Today’s announcement coincides with remarks by GA-ASI President David Alexander, who indicated at a recent defense conference that previously stalled arms sales might gain momentum under a new Trump administration.

“They mean business now, and they want to see the business deals happen,” he stated during the IDEX 2025 conference in the United Arab Emirates, predicting increased activity and business growth for General Atomics in the region.

Future Opportunities for MQ-9B Sales

In the same interview, Alexander hinted at the possibility of reviving a long-suspended deal for MQ-9Bs for the United Arab Emirates, which had been hindered by complications related to a broader F-35 controversy.

The MQ-9B drones, available in both SkyGuardian and maritime-equipped SeaGuardian variants, are capable of flying for over 30 hours at altitudes exceeding 40,000 feet. However, the announcement did not specify which variant Qatar might acquire.

As with all Foreign Military Sales, the final dollar amounts and quantities involved are subject to negotiation changes, and there remains a possibility that Congress could intervene to place a hold on the deal as discussions progress.
