President Emmanuel Macron has announced a significant acceleration of France’s defense spending plan, aiming to reach a €64 billion ($74.8 billion) defense budget by 2027, three years ahead of the previously scheduled 2030 target. This ambitious move comes as France seeks to bolster its military capabilities in the face of growing global uncertainties and evolving threats.

Budget Boost and Financial Independence

Macron revealed that the 2026 defense budget, initially set at €57.5 billion, will receive an additional €3.5 billion injection, paving the way for the substantial €64 billion allocation in 2027. This accelerated investment represents a full doubling of France’s defense spending since 2017, when it stood at €32 billion.

Addressing concerns about the nation’s debt, which currently stands at 113 percent of GDP, Macron emphasized that the increased defense spending would not exacerbate the situation. „Our military independence is inseparable from our financial independence. So it will be financed by more activity and more production,” he stated. Prime Minister François Bayrou is expected to provide further details on the financing strategy.

„Produce More, Faster, Cheaper”

Macron called upon France’s defense industries to embrace a sense of patriotism and contribute to the nation’s rearmament efforts. He urged them to „produce more, faster, and cheaper” while prioritizing domestic production and job creation. This approach aims to ensure that government investments in the defense sector benefit the French people directly.

Addressing Capability Gaps

The primary focus of the increased defense spending will be to address critical capability gaps within the French armed forces. Macron emphasized the need to „toughen the model, gain in mass,” particularly in areas such as munitions stocks, remotely guided weapons, and drone capabilities.

„We must reinforce our weapons of saturation and our precision weapons,” Macron asserted. He also highlighted the importance of strengthening air defense, electronic warfare capabilities, space capabilities, and training for soldiers, sailors, and aviators, as well as developing reserve forces.

European Security Imperative

Macron underscored the necessity for Europe to take greater responsibility for its own security, hinting at the evolving dynamics between Europe and the United States. „To be free in this world, one needs to be feared,” Macron stated. „And to be feared one must be powerful.”

He stressed the importance of raising awareness among the French population about the diverse range of threats facing the nation, including terrorism, organized crime, satellite jamming, cyber espionage, and the impact of climate change. He also pointed to the „permanence of a Russian threat at Europe’s borders,” emphasizing the need for a strong and coordinated European response.

Top General Sounds the Alarm on Russia

Macron’s announcement followed a rare press conference by Chief of the Defense Staff General Thierry Burkhard, who focused on the growing threat posed by Russia. According to Defense News, Burkhard described Russia as „really developing a capacity for creating trouble which it does very, very well” and „which has openly designated France as its primary adversary in Europe.”

Burkhard highlighted Russia’s comprehensive military capabilities, including jamming, electronic warfare, air defense systems, and artillery, all integrated with information warfare capabilities. He also emphasized Russia’s robust nuclear strike capacity and the indoctrination of its population from a young age.

Burkhard warned that a Russian victory in Ukraine would represent a defeat for Europe, as President Vladimir Putin’s objective is to dismantle NATO. While expressing confidence in the United States’ continued involvement in European security, he stressed the urgent need for Europe to enhance its own defense capabilities.

Coalition of the Willing

Burkhard mentioned the „Coalition of the Willing,” an initiative led by British Prime Minister Keir Starmer and Macron, aimed at ensuring lasting stability in the event of a ceasefire in Ukraine. This coalition brings together 30 European countries, demonstrating a commitment to European security independent of the United States.
