U.S. troops could be equipped with new weapons and technology plagued by „undocumented shortfalls” following a radical restructuring of a key Pentagon testing office. Defense Secretary Pete Hegseth’s decision last year to slash nearly 100 civilian positions has created a dangerous oversight vacuum, threatening the reliability of equipment on the front lines, according to a new government watchdog report.

Workforce Collapse: 30 Staffers to Oversee an Entire Military

Staff reductions initiated in May 2025 have severely constrained the depth and breadth of oversight provided by the Director, Operational Test and Evaluation (DOT&E) office. The civilian workforce plummeted from 126 positions to a mere 30, forcing the remaining personnel to shoulder an unmanageable workload.

Action officers tasked with assessing weapons programs warned that they are being assigned an overwhelming number of projects, often in warfare areas where they lack subject matter expertise, such as electronic warfare. This drain of technical knowledge significantly increases the risk that weapon systems will be delivered to warfighters with critical operational flaws that go undetected during the testing phase.

„America First” vs. Technical Rigor: A $300 Million Gamble

The restructuring was officially framed as a move to support an „America First” defense strategy, aimed at saving $300 million annually by cutting „bureaucratic overhead.” At the time, Hegseth argued that a comprehensive internal review had identified redundant, non-essential functions that hindered operational agility and the rapid deployment of systems.

However, the reality on the ground suggests a different side of „efficiency.” As the staff dwindled, so did the list of weapons programs under oversight: 90 programs were removed from the office’s watch list following Hegseth’s order, leaving major acquisition projects without independent quality control.

Vanishing Expertise in Critical Fields

The second- and third-order consequences of this memorandum are now coming to light. DOT&E leaders have been „dual-hatted” to cover multiple roles, and the disappearance of specialists in emerging technological fields leaves the door open for major technical failures. As the Pentagon accelerates acquisition processes to keep pace with global threats, the ability to verify that these weapons actually perform as promised appears to have fallen victim to budgetary austerity.
